Pursuant to the Circular of the People's Bank of China, Ministry of Industry and Information Technology, China Banking Regulatory Commission, China Securities Regulatory Commission, and China Insurance Regulatory Commission on the Prevention of Risks from Bitcoin, Announcement of the People's Bank of China, the Office of the Central Leading Group for Cyberspace Affairs, the Ministry of Industry and Information Technology, the State Administration for Industry and Commerce, the China Banking Regulatory Commission, the China Securities Regulatory Commission and the China Insurance Regulatory Commission on Preventing the Financing Risks of Initial Coin Offerings, and other relevant laws and regulations, after thorough evaluation, taking into account the instability of laws and regulations on virtual currencies and relevant products in various international markets, Alibaba.com will prohibit the sale of virtual currency miners in addition to the prohibition against selling virtual currencies such as Bitcoin, Litecoin, BeaoCoin, QuarkCoin, and Ethereum. This Announcement will become effective on October 8, 2021.

I. Scope of Prohibition

Alibaba.com will prohibit the sale of virtual currency miners in addition to the prohibitions against selling virtual currencies such as Bitcoin, Litecoin, BeaoCoin, QuarkCoin, and Ethereum, which include but are not limited to:

1) Hardware and software used to obtain virtual currencies, such as Bitcoin miners;

2) Tutorials, strategies, and software for obtaining virtual currencies, such as tutorials on mining.

 

II. Timeline

The Announcement will be published on September 27, 2021 (The previous Enforcement Actions for Displaying Prohibited and Controlled Items remain effective).

Alibaba.com will impose governance and penalties on violations of the Announcement starting from October 8, 2021.

 

The following categories will be closed:

Consumer Electronics > Blockchain Miners > Blockchain Miner Accessories

Consumer Electronics > Blockchain Miners > Blockchain Miners

It's also prohibited to sell miners under other categories.

 

FAQ

1.What is the scope of this prohibition? Could I sell products if I could provide qualifications?

Alibaba.com will prohibit the sale of virtual currency miners in addition to the prohibitions against selling virtual currencies such as Bitcoin, Litecoin, BeaoCoin, QuarkCoin, and Ethereum, which include but are not limited to:

1) Hardware and software used to obtain virtual currencies, such as Bitcoin miners ;

2) Tutorials, strategies, and software for obtaining virtual currencies, such as tutorials on mining.

The aforementioned products are prohibited by the platform, regardless of seller or product qualifications.

 

2.How would the products be disposed of after the categories to which they originally belong are closed?

Alibaba.com will remove all miners used to obtain virtual currencies such as Bitcoin under the category of miners and relevant products under other categories. Sellers may also take the initiative to remove relevant listed products.

 

3.My primary business is to sell miners and relevant products. What can I do with the category closure?

1) We recommend that you sell products under other categories.

2) If you are unwilling or temporarily unable to change your focus of category, you may apply for a refund of your balance.

 

4.What are the penalties for violations of the Announcement?

Alibaba.com will impose penalties on sellers who list miners and relevant products after October 15, 2021 in accordance with relevant rules.

For members who maliciously evade the rules, intentionally place relevant products into other categories, publish illegal information in interactive scenarios such as communication, inquiry, and live broadcast, violate regulations repeatedly, are notified by regulatory authorities, are exposed by major media, or have other serious violations, the platform will impose penalties including but not limited to deducting additional scores, blocking stores, restricting members from using website products and features, freezing accounts, and even closing accounts according to the relevant rules of the platform.

 

5.What can I do to deal with purchased advertisement services, such as first-page exhibitions and top banners?

The platform provides two solutions. Sellers can contact the customer manager to select a solution.
1) Change the keywords of first-page exhibitions and pop-up ads.

Or
2) If there are no suitable words to change, you can apply for a refund.

 

6. How should I deal with orders in transit?

Please proceed with placed orders and provide after-sales solutions.

Orders placed between September 27, 2021 to October 8, 2021 shall be shipped prior to January 8, 2022. Starting from October 8, new orders and payments for products under the aforementioned categories shall not be accepted. For placed orders, please strictly abide by relevant laws and regulations by any country of sale as well as platform rules. If a seller returns the payment made by the buyer, the platform will bear the relevant expenses (such as service charges) incurred by the refund.
