Self-Balancing Electric Scooters Regulation Announcement

Due to safety concerns, self-balancing electric scooters, commonly known as hoverboards, traded on our platform must meet the highest quality requirements. The nature of these products includes serious risk of physical harm to users, and Alibaba.com is committed to mitigating this risk to whatever extent possible. In the interest of end users and suppliers alike, Alibaba.com will adhere to strict quality and safety standards regarding the marketing and sale of all of these products on our platform.


Any seller who wishes to sell self-balancing scooters on our platform must provide relevant quality and safety certifications and test reports as specified below (including for batteries and chargers):



Products posted by sellers who fail to provide the required certifications will be removed as soon as March 10, 2016. New sellers will be required to submit the relevant certifications prior to posting these products. Certifications can be submitted for new product postings as early as February 26, 2016.


Notice: As the announcement of CPSC(the U. S. Consumer Product Safety Commission), that self-balancing scooters that you import, manufacture, distribute, or sell in the United States comply with currently applicable voluntary safety standards, including all referenced standards and requirements contained in UL 2272 Outline of Investigation for Electrical Systems for Self-balancing Scooters. The UL standard can be purchased from Underwriters Laboratories Inc. (http://www.comm-2000.com/). Additionally, all lithium ion battery products must comply with test requirements under UN/DOT 38.3 Transport of Dangerous Goods for Lithium Metal and Lithium Ion Batteries.
