Announcement on Changes of the Enforcement Actions for Displaying Prohibited and Controlled Items


Dear members of Alibaba.com,

To effectively control compliance risk in cross-border sales of products on Alibaba.com, and safeguard the trade security of the platform and merchants, we hereby revise the Enforcement Actions for Displaying Prohibited and Controlled Items by adding to Section II the enforcement action against any member who maliciously evades control measures for specific products such as sales prohibition or control in specific countries, which reads as follows: (the italic and underlined part)

"In order to maintain and protect Alibaba.com as a trustworthy platform in the e-commerce industry, enforcement actions including but not limited to issuing serious warning, limiting access right, delisting some or all posted products or materials, terminating Membership, etc. will be taken against parties who display items which are in violation of our policies, including product posting related policies.

Pursuant to external trade environment fluctuations and the product compliance requirements of different importing countries, Alibaba.com will, from time to time, make temporary announcements on the implementation of certain product compliance measures, such as country-specific product sale prohibition or restriction. Users who are found to have maliciously circumvented Alibaba.com’s product compliance measures, including but not limited to keywords distortion and misplaced categories, will be subject to a one (1) penalty point per infringement and Alibaba.com has the right to remove any non-compliant product and/or information from listing.

This revision will be publicized on December 25, 2019, and will come into effect on January 1, 2020. See the Enforcement Actions for Displaying Prohibited and Controlled Items for details.
